This is a grassroots effort to draft a written constitution for an independent Scotland — a foundational document built by and for the people. It’s non-partisan, non-governmental, and open to everyone who wants to shape the country’s future.


You are! Although started by individuals, this initiative was launched to provide a starting point for national collaboration. It invites legal experts, civic groups, campaigners, community leaders, and everyday citizens to help develop, refine, and ultimately shape a constitution that reflects Scotland’s democratic values. The aim is collective — not individual.


 No. This is a citizen-led initiative. It’s not affiliated with the Scottish Government or any political party — though we hope for engagement and collaboration across the political spectrum.


The full working draft is already written and will be published online for public review, scrutiny and to be amended and added to. The next phase is public engagement, refinement, and eventually the formation of a Preliminary Parliament — a civic institution beyond the confines of devolution — to guide the process toward legitimacy, adoption, and international recognition.


The Preliminary Parliament is a proposed civic chamber composed of citizens, legal scholars, young people, and representatives from across Scottish life. It would exist independently of Westminster or Holyrood, acting as a national constitutional forum — to debate, refine, and potentially ratify the constitution with the people’s backing.

It allows the democratic process to continue freely without being restricted by the UK’s devolution framework.

  • Send in your proposals, amendments and suggestions via email
  • Keep an eye out for updates and events
  • Share the project with your community or organisation
  • Help facilitate local discussion groups or events

Participation is open to all — not just political or legal professionals.


Not at all. The constitution is written in clear and accessible language. Your ideas, lived experience, and values are essential. This is a constitution for real people — not just lawyers and academics.


The goal is to gather enough public support and legitimacy to convene a Preliminary Parliament or Constitutional Convention — independent of party politics — to finalise and ratify the document.

If Scotland chooses pro-independence parties in 2026, this constitution could be adopted as the foundation of our new state.


No. This constitution is being written for everyone in Scotland — no matter your political stance. Whether you’re for independence or prefer the Union, your rights and freedoms matter, and your input is welcome.
